ERZURUM CONGRESS ( 23 July - 7 August 1919 ):

Erzurum Congress assembled with 56 delagates, from Erzurum, Sivas, Bitlis, Van and Trabzon. After Mustafa Kemal ( Atatürk ) was elected as president by consessus, the following decisions which formed important stages of War of Independence were taken;

• The country within the national boundaries is a whole.
• In the event that the Istanbul Government is not able to prevent foreign pressure, a temporary government will be established to achieve this aim.
• This government will be elected by the national congress or the Comittee of Representatives.
• The congress published a bulletin, including the subject that "mandates and protection can not be accepted". Then the Comittee of Representatives of 9 people, consisting of Mustafa Kemal, Rauf Bey, Raif Efendi, Izzet Bey, Servet Bey, Seyh Fevzi Efendi, Bekir Sami Bey, Sadullah Bey and Haci Musa Efendi was formed on 7 August 1919, then the works for Sivas Congress were started.

SIVAS CONGRESS ( 4-11 September 1919):

Sivas Congress assembled on 4^th of September, 1919 with contribution of the Comittee of Representatives and new elected delegates. The Congress was held with 38 delegates at Sivas Sultanisi building under the leadership of Mustafa Kemal. The structure and programme of the organization which guide the War of Independence and the subject whether we would accept or not American mandate were discussed. The congress published a bulletin on 11^th of September, 1919 covering the following decisions:

• The regions of the country within the national boundaries are a whole, they can not be separated from each other.
• If the Istanbul Government, facing with an external pressure, is forced to abandon any part of the country, it must be resisted against it.
• On the condition that foreign countries recognize the National Independence and totality of the country, their economic, industrial and technical assistance will be accepted.
• The Istanbul Government should recognize the national will like other civil countries, to achieve this aim the Committee of Representatives must be gathered immediately and that the activities of the government must be controlled by the Comittee of Representatives.
• All associations within the country were united under the name of the "Anatolian and Rumelian Legal Defence Association". And existing national organizations would be subsidiaries of this Association.
